heading "Stipulations des Traités Pour le Commerce en

Général", I find that a distinction is made between the

European and non-European possessions of those European

countries which are granted the privilege of the minimumn

tariff. The European possessions, excepting Malta, Gibraltar,

and Heligoland, are granted the privilege in question: on

the other hand "Les territoires situés hors d'Europe ne

"bénéficient du tarif minimum intégralement ou partielle-

"lois ou des décrets rendus à titre unilatéral". Unfortunate-

-ly no such convention exists with regard to Hongkong and

hence has arisen the situation of which the Chamber of

Commerce now complains.

I find from the same work, page

372, paragraph 496, that Hongkong is at present placed in

the same category as Corea:- "Tarif minimum des denrées

"que la Corée": while Corea is dealt with on page 370,

same paragraph, as follows:-
